Media Policy Concentration
The Media Policy Study is a term that refers to the general principle which guides the authorities regarding the function of mass media. The Media Policy Study pays attention set of norm to maintain rights and responsibilities of professionals and media organizations for the purpose of respecting journalism ethics, advertising standard, and self adjustment regarding media relation and public. The objects of media policy includes content, ownership, technical infrastructure technique and technology development, media and public relations, issues regarding media relations with authorities and market. However the scope of studies are concerning attempts to identify stakeholders (government, industry, society) in the process of decision making, direction of public interest in media policy (commerce versus commons), jurisdiction obstacles and law of global media system. The media policy study is influenced by sociological, anthropological, political and historical science. The media policy is usually set by government but it can also established by nation-like organization such as the European Union, International Organization, and the media itself (profession organization).
Media policy studies provide a critical understanding to look at debates and issues around media policies and communications.
Courses in Media Policy:
1) Philosophy of Communication
This course is designed to provide a more advanced and comprehensive understanding of graduate students to master conceptually the theoretical main issues in the philosophy of science and the object of discourse in communication philosophy, primarily related to media policy issues.
2) Perspective and Communication Theory
This course is designed to provide a more comprehensive understanding to advanced students about communication theories that cover the history of development, communication levels, and theoretical maps from relevant perspectives. With such understanding, students are expected to have sufficient theoretical resources to explain the various communication problems encountered in reality, primarily related to media policy issues.
3) Perspectives and Theory of Mass Communications
This course is designed to provide students with better understanding of the various theoretical perspectives related to mass communication phenomena that include, among others, micro-meso-macro, progressive-conservative, and critical-administrative perspectives. Through this course students are expected to be able to explain and study the theories of mass communication from various perspectives related to structure, organization, content, audience, and effects. Further implications with such a theoretical understanding students are expected to have a broader theoretical provision to review media policy in local, regional and global contexts.
4) Classical Communication Research Methods
This course is designed to provide an understanding to advanced students to design research in a positivist paradigm with a quantitative approach. The given material is related to the research paradigm, the research process, and the preparation of the research design. Understanding and mastery of classical communication research methods is expected to become an important tool for students to examine media policy issues according to their interests.
5) Policy and Media Regulation
This course is designed to introduce students to policy issues, ethics, and media regulation with emphasis on print, electronic and new media (multimedia and online communication technologies and telecommunications). A number of topics covered in this course include: theoretical perspectives in media policy review and regulation; regulatory models and media policies; media law; media crime; cyber law; intellectual property rights and copyright; privacy and libel issues; regulation and media bias; the impact of regulation on discourse and media ethics; national and global media policies; media and politics; media ethics and self-regulation.
6) Alternative Communication Research Methodology
The course is designed to provide students with understanding of communication research methods that use non-positivist paradigms (interpretive / constructive and critical). Through this course students are expected to be able to explain philosophical and ethical grounding in communication research, perspective and theory construction, non-positivist communication research methods, and techniques and analysis of non positivist communication research data. The material discussed in this course includes understanding and the nature of the paradigm, differences between positivist research methods with non positivist, ethical standards in research practice, logic systems and theory in research, various research methods existing in non positivist communication research, and genres in qualitative interviews that include ethnographic conversations, in-depth interviews, and focus group interviews. Having understood various research designs with this non positivist paradigm is expected to be an alternative tool for students to analyze issues related to media policy.
7) Sociology of Media
This course is designed to provide students with understanding of sociological perspectives in mass communication studies, especially with regard to issues of media policy. The three main issues to be addressed are the classical, modern, and post-modern perspectives to clarify issues related to media policy. At the end of the course, students are expected to be able to understand and criticize various media policies using the sociological perspective.
8)Political Economy Media
This course is designed to provide a deeper understanding to graduate students from various political-economic perspectives in looking at the mass media industry in Indonesia in particular and globally in general. In this perspective the media is seen not only as an economic institution, but also as a political-cultural institution that provides an arena for the fulfillment of the political interests of certain parties that succeed to master the content of the media. Issues related to commodification, spatialization, structure and regulation related to the mass media industry are studied in this course.
9) Media Industry Management
This course is designed to provide students with an understanding of the mass media management structure (print, electronic, internet) from an economic perspective. The given material emphasizes more positivist approaches regarding the management of the mass media industry internally and the implications of external regulations (UU, PP, etc.) to various internal governance practices of mass media.
10) Technology and Media Industry
In general, this course discusses the important role of communication technology in the development and growth of the mass media industry in Indonesia. Included in the discussion of this course is the important influence of new technology (satellite, computer, internet) in encouraging the birth of new media (mobile media). The material given is related to the understanding of technology, its underlying theories, media convergence, globalization and its implications for industry and mass media policy.
11) Contemporary Journalism
This course is designed to provide students with an introduction and further understanding of the progress of today’s journalism genre in the mass media industry and its implications for internal and external media policies.
12) Media and Multiculturalism
The course is designed to discuss how minority groups from ethnicity and gender are represented in the mass media. Regarding internal media policy to construct reality through media content related to issues of minority groups and issues of pluralism (multiculturalism) and all the implications arising from such media representations in a practical and methodological way. The lecture is expected to encourage students to understand empirical theories and research on minority issues and pluralism (multiculturalism) critically, to study the representation of minorities and multiculturalism in the media, and to expand and prepare research topics or theses on both issues.
13) Media, Culture and Gender
This course is designed to provide students with an understanding of the reality construction through mass media from a critical perspective on issues related to popular culture and gender. The construction of this reality has a strategic contribution to the occurrence of the distribution of asymmetric power and social inequality affecting certain minority groups seen from cultural relations and gender relations. With a better understanding of the problem, students are expected to find a more sensitive media policy solution to those minority interests.
14) Media Ethics
This course is designed to provide students with understanding of a number of ethical issues related to the existence of mass media institutions as companies with commercial orientation and social institutions with an ideal-cultural orientation. Some of the main issues discussed in this course are the two major schools of ethics (teleology and deontology), the ethics of kautamaan, the media manipulation, the public interest, and the private life displayed in the media, and the dominance of market interests in the mass media industry. The final result is expected to give practical solution to internal and external regulation process of mass media.
15) Reading Course & Thesis Seminar
It is a specially designed course with an agreement between students and lecturers and is organized in the form of consultations and tutorials. This course provides an opportunity for students to design their learning activities on specific subjects, especially those not offered in regular courses, or if you want to gain a deepening of the expertise of a particular lecturer. If the student is interested in a particular subject or topic that can support the preparation of his thesis or academic course then he can discuss with his lecturer, design his course reading together and draw up agreements on the list of books to read, the timing of the task, consultation time, seminars and how evaluation / assessment will be conducted. The final result of this course is the result of the reading that will be used as the supporting material for the research proposal of the students for seminar.
This course is designed to provide students with a keen analysis of media policy issues in local, regional and global contexts for commercial and social purposes through research activities in line with student interests. It is expected that by studying one of the areas of media policy that has been accepted during lecture activities related to content, performance, regulation, structure can be a provision of expertise of students to work in related fields.
